The New Caddo D.A. Charles Scott is Sworn-In on 1-8-09
Caddo Parish has a new District Attorney, as former First JDC Chief Judge Charles Rex Scott was sworn-in today as the new Caddo D.A., replacing 30 year veteran Paul Carmouche.

In front of a filled-to-capacity courtroom, Scott received the oath of office from Jeff Victory, Associate Justice of the State Supreme Court of Louisiana.

After being sworn-in, Scott concluded by saying, "No one is above the law and no one is beneath its protection."

Pastor Brady Blade of the Zion Baptist Church dismissed the audience with a benediction - light-hearted at moments, but straight to the point when it comes to punishment according to the Bible, and the laws of man.

This was truly "the judicial event of the year for Shreveport." In fact. there seemed to be an air of excitement at 3pm in Courtroom G of the Caddo Parish Courthouse, as Chief Judge Bobby Waddell welcomed Judge Scott, members of his family, friends and associates for the swearing-in event.

Zelda Tucker, president of the Shreveport Bar Association made the opening remarks, then introducing Dr. Tom Harrison, Pastor of Broadmoor Baptist Church for the Invocation.

Caddo Parish Sheriff Steve Prator was next to speak, honoring Scott as a fair and impartial jurist...while looking forward to his new role as Caddo District Attorney.

The Honorable James Stewart, 2nd Circuit Court of Appeal Judge spoke at length about Scott, extoling his virtues, while poking fun at him as well.

Still-the-D.A. 'til 12:01am Monday, January 12th, Paul Carmouche took the podium prior to Charles Scott being sworn-in.

Carmouche was very gracious to his successor, telling Scott: "You're taking over an office I've loved for 30 years, and it's the greatest job an attorney could have.  I know you're going to enjoy it."

As mentioned earlier, one of Scott's very dear friends, Associate State Supreme Court Justice Jeff Victory conducted the administration of the oath to the incoming District Attorney.

With his right hand in the air, and his left hand on the Bible being held by his wife Alexis, Scott repeated the oath from Judge Victory. It lasted about a minute.

Immediately after Scott said "...I do," the packed courtroom erupted in applause, as well as a standing ovation.

In his closing remarks, Scott praised Paul Carmouche for his 30 years of successful service as Caddo D.A., and also thanked Carmouche for making his transition becoming the new D.A. so seamless.

January 8th, 2009: It is a day that will go down in history of the Caddo Parish Courthouse.  If only the walls could talk, what tales they would tell.
